The Chester Education Foundation (CEF) Digital Navigators program is designed to assist the Delaware County community in internet adoption and the use of computing devices. Digital Navigators are trusted guides who provide ongoing assistance in various aspects, including affordable internet access, device acquisition, technical skills, and application support.

What is a Digital Navigator?

Digital Navigators are trusted guides who assist community members in internet adoption and the use of computing devices. Digital navigation services include ongoing assistance with affordable internet access, device acquisition, technical skills, and application support.

Areas of Support

  • Information on free or low-cost Internet

Several internet service providers (ISP) are offering free or low-cost internet options in Delaware County. We can help you navigate the essential information required to qualify and sign up for these programs.

  • Learning new digital literacy skills

CEF (and the J. Lewis Crozer Library!) is an approved Northstar Digital Literacy testing site. We can assist you in gaining training and certification in topics such as essential computer skills, essential software skills, and using technology in your daily life. These skills can be beneficial for you in school, work, and daily tasks.

  • Using your laptop, desktop, or tablet

CEF Digital Navigators can help you resolve many problems with your laptop, desktop, or tablet. If your issue goes beyond their skillset, they can connect you with additional IT support.

  • Device Distribution

CEF is collaborating with local partners to distribute devices, including desktop and laptop computers (new and refurbished), tablets, Chromebooks, and more. If you need an internet-accessible device, they will work with you to find a free or low-cost option.

What is Digital Inclusion?

Digital Inclusion refers to the activities necessary to ensure that all individuals and communities, including the most disadvantaged, have access to and use of Information and Communication Technologies (ICTs). This includes five elements:

  1. Affordable, robust broadband internet service
  2. Internet-enabled devices that meet the needs of the user
  3. Access to digital literacy training
  4. Quality technical support
  5. Applications and online content designed to enable and encourage self-sufficiency, participation, and collaboration

Digital Inclusion must evolve as technology advances. It requires intentional strategies and investments to reduce and eliminate historical, institutional, and structural barriers to access and use technology.
